Relevant local authorities have begun planting plans to provide carbon sinks for carbon emissions trading in the Three Gorges Reservoir Area of ​​Chongqing and some districts and counties in Southeast Yunnan. Carbon emissions trading is a greenhouse gas emission reduction transaction under the Kyoto Protocol to promote global greenhouse gas emissions reductions and is based on international public law. This transaction is calculated in tonnes per ton of carbon dioxide equivalent. China will achieve a goal of reducing carbon dioxide emissions per unit of GDP by 40% to 45% from 2005, by 2020. The National Development and Reform Commission previously approved Beijing, Shanghai, Tianjin, Chongqing, Hubei, and Guangdong provinces to carry out carbon emission trading pilot projects.
