In order to strengthen the management of motor vehicles and drivers, the Ministry of Public Security Traffic Management Bureau has launched nine social management innovation measures.

- Require vehicle management institutes to be networked with vehicle safety technical inspection agencies to achieve full monitoring of the inspection process and automatic transmission of inspection data.

- Promote intelligent monitoring and evaluation of driver tests. Motor vehicle driver examinations conducted by vehicle management offices must all use fingerprint, video, audio, and other monitoring methods to strengthen the supervision of the examination work.

- Make full use of information networks to strengthen social service functions. Public security and traffic management departments of municipalities and prefectures and cities must establish Internet and telephone service platforms. You can choose motor vehicle number plates, make replacement motor vehicle licenses and driver's licenses, and book driver's exams. Information changes are filed and traffic violations are handled; information on motor vehicles and driver's licenses, traffic accidents, etc. are inquired.

- The implementation of registration of motor vehicles by car brand stores shall be implemented. After the people purchase a car, they can register on the spot and receive licenses, and the vehicle management department will conduct supervision and management in the form of post-event examination, filing verification and routine inspections.

- Strive to achieve a radius of no more than 5 kilometers in the city's vehicle management service.

-Implement illegal traffic handling and penalties for off-site traffic, and achieve "humanized" law enforcement and management. The establishment of a traffic illegal treatment station at the inter-provincial highway junction facilitates foreign drivers to handle traffic violations that occur locally.

- To strive to establish a people's mediation mechanism in more than 50% of counties (cities, districts).

- Integrate information systems such as motor vehicle registration, driver's license management, traffic illegal treatment, and traffic accident handling, and establish a unified national public security traffic management integrated application system.

- Advance the implementation of the "Civilized Traffic Action Plan".
