(1) The energy-saving and environmental protection industry must break key key technologies such as energy efficient and step-by-step utilization, pollutant control and safe disposal, resource recovery and recycling, and develop new equipment and products that are highly efficient, energy-efficient, environmentally friendly, and resource-recycling, and promote cleanliness. Production and low-carbon technologies accelerate the formation of pillar industries.

(b) The new generation of information technology industry should speed up the construction of next-generation information networks, break new-generation information technologies such as ultra-high-speed optical fiber and wireless communications, advanced semiconductors and new displays, and enhance international competitiveness.

(3) The bio-industries must face the major needs of people's health, agricultural development, and resources and environmental protection, strengthen the development of common key technologies and technological equipment such as the use of biological resources, and accelerate the establishment of a modern bio-industrial system.

(4) The high-end equipment manufacturing industry should vigorously develop modern aviation equipment, satellites and application industries, upgrade the development level of advanced rail transportation equipment, accelerate the development of marine engineering equipment, expand and strengthen intelligent manufacturing equipment, and promote the intelligentization and precision of manufacturing industries. Green development.

(5) The new energy industry must develop mature nuclear power, wind power, solar photovoltaic and heat utilization, biomass power generation, and biogas, and actively promote the industrialization of renewable energy technologies.

(6) The new materials industry should vigorously develop new functional materials, advanced structural materials and composite materials, carry out research and industrialization of common basic materials, establish certification and statistics systems, and guide the adjustment of the industrial structure of materials.

(7) The new energy automotive industry must accelerate the development and application of core technologies for high-performance power batteries, motors and other key components and materials, and form an industrialization system.

The Plan also proposes 20 major projects. The executive meeting of the State Council emphasized that to promote the healthy development of strategic emerging industries, we must give full play to the basic role of the market in allocating resources, pay attention to optimizing the policy environment, and stimulate the enthusiasm of market entities.
