Special fund for major scientific instruments in 2012 exceeded 20 million per item

According to the requirements of the “Correspondence on the Organization of Special National Projects for Major Scientific Instruments and Equipment Development in 2012” (State Council Financial Letter [2012] No. 1), this year’s special national major scientific instrument and equipment development project (hereinafter referred to as “special project”) was organized. Work has started. The relevant matters are hereby notified as follows:

1. For the specific support scope and project requirements of this special project, please refer to Guo Ke Cai [2012] No. 1 (Annex 1).

2. This special item is used as a long-term science and technology plan. Colleges and universities should attach great importance to and make overall plans when selecting and recommending, and reasonably allocate the recommended quotas of the Special Scientific Research Fundamental Equipment Development Project of the Fund Committee and the Major Scientific Instrument and Equipment Development Project of the Ministry of Science and Technology. Repeat the recommendation.

Third, the special emphasis on market-oriented, application-oriented, oriented to industrialization, and focus on supporting the development of major scientific equipment with market prospects. The project should highlight major features, high integration, and large investment, and the funding should not be less than 20 million in principle. Major scientific and technological infrastructure, production equipment, major research and upgrades of pilot platforms, and large-scale instrument sharing platforms are not supported.

Fourth, the special project is implemented by the project in different years. The project cycle is generally not more than five years. During the 12th Five-Year Plan period, our company will adopt the open principle and accept the school project at any time. In principle, each school will have 1-2 items per year. Mature conditions can be recommended in the current year. As an option for projects that are not yet mature, our company will jointly cultivate and improve with universities.

V. The special project declaration requirements for 2012.

(1) Adopt limit recommendation, with no more than 2 reports per school. All colleges and universities are seriously organized and strictly monitored, and projects with obvious competitiveness are recommended. Our company will organize the review and recommendation and recommend it to the Ministry of Science and Technology.

(2) Project recommendation materials include school recommendation letters, project implementation plan (see Annex 2 for format) 6 copies, project proposal (Annex 3) for 6 copies, and report to our basic office by February 22. We do not accept mailings and will not be accepted if they are overdue.
